The tenure of Sukanya Samriddhi Account is 21 years from the date of opening of SSA.  Hence, the maturity of the account has nothing to do with the age of the child.  However, the sooner the account is opened for a girl child, the sooner would she receive the maturity amount.

However, a partial withdrawal of not more than 50 per cent is permissible under the scheme for marriage or higher education of the girl child.  Since, the legal marriage of a girl can happen only after 18 years of her age, the partial withdrawal too would take place only after she attains an age of 18 years.
